--- title: Sourcing and RFP Management in Uncertain Times | Aavenir url: https://aavenir.com/sourcing-and-rfp-management/ description: What the pandemic taught procurement about sourcing and request for proposal management: map supply, widen the supplier base, collaborate and go digital. updated: 2026-11-07 --- [Home](https://aavenir.com/) / [Blog](https://aavenir.com/blogs/) / Sourcing and RFP management Strategic sourcing # Sourcing and request for proposal management when supply is uncertain When a supplier fails overnight, the speed of your next sourcing event decides how long the gap lasts. NP **Nupur Patel**Aug 06, 2021 ยท 4 min read In spring 2020, the pandemic exposed how concentrated some supply chains had become. In the United States, plant shutdowns at a small number of large meat processors quickly led to shortages on store shelves, as [USA Today reported](https://www.usatoday.com/story/money/2020/05/06/12-things-you-need-to-know-about-meat-shortages-in-the-pandemic-era/111646986/). The lesson applied far beyond food: when a few suppliers carry a category, a single failure can stop supply. This post was first written during that period. It has been refreshed for 2026 because the lessons still hold for any disruption, whether a pandemic, a conflict, extreme weather or a trade restriction. It covers how procurement teams map supply risk, where request for proposal (RFP) management fits in resilient sourcing, and how digital tools make sourcing fast enough to respond. Key takeaways - Concentrated supply chains turn one supplier failure into a shortage - Supply chain mapping shows where your risk really sits - Requests for information are a fast way to find and qualify alternative suppliers - Collaboration across stakeholders and suppliers speeds up sourcing under pressure - Digital RFP management and AI make repeatable, fast sourcing practical ## Start with supply chain mapping Many organizations responded to the pandemic by mapping their supply chains, tracing goods from raw materials through semi finished components to finished products, and identifying every supplier along the way. [UPS's guide to supply chain mapping](https://www.ups.com/assets/resources/media/en_GB/Supply_Chain_Mapping.pdf) describes the approach. A map shows where you depend on a single supplier, a single region or a single route. It lets procurement act before a disruption, by qualifying alternatives, shifting volume or holding buffer stock where the risk justifies it. Read more about [supply chain mapping](https://aavenir.com/glossary/supply-chain-mapping/). ## The role of RFP management in resilient sourcing With spend under pressure and supply uncertain, requests for proposal became more central to the procurement operating model. They are how internal needs are communicated to suppliers in a structured way, and how suppliers are compared fairly. Several practices became common and have stayed. - Engaging existing suppliers early to identify potential delays and operational risks - Qualifying alternative sources in advance for suppliers that fail key evaluation criteria - Using requests for information as quick market research in categories where options were unclear - Giving more weight to local or regional suppliers where it reduced risk - Adding continuity, capacity and contingency questions to standard RFP templates None of these depend on a crisis. Teams that build them into normal sourcing are better placed when the next disruption arrives. ## Collaboration is the speed factor When supply is tight, the time from need to award matters. Most of that time is spent on coordination: agreeing requirements with stakeholders, answering supplier questions, collecting evaluations and getting approvals. The pandemic pushed many organizations to move that coordination into workflows rather than email chains, and to document sourcing needs in advance so RFPs could be launched quickly. | Step | Email based | Workflow based | | Requirements | Drafted from scratch, circulated for comment | Started from a template, commented in one place | | --- | --- | --- | | Supplier questions | Answered one by one | Answered once and shared with all bidders | | Evaluation | Spreadsheets merged by hand | Scores collected against agreed criteria | | Approval | Chased by email | Routed automatically with escalation | | Award to contract | Retyped into a new document | Carried into the contract draft | ## Digital procurement: what has changed since 2020 Digital procurement has moved on considerably. Procurement teams use AI to identify potential suppliers, analyze responses and assess risk. In [RFPflow](https://aavenir.com/solutions/rfp-management-software/), Aavenir AI reads each response against the weighted criteria, drafts scores and summaries and highlights gaps, and evaluators accept or change each score. Repeatable templates for requests for information, proposal and quotation shorten the time from need to award, and supplier scorecards support structured, defensible decisions. Because RFPflow runs natively on ServiceNow or standalone, alongside Contractflow and Invoiceflow, the award carries into the contract and then into payment without retyping. See [RFx management software](https://aavenir.com/solutions/rfx-management-software/). ## Questions to add to every RFP for critical categories Resilience starts with asking suppliers the right questions before you depend on them. For critical categories, standard RFP templates can include a short continuity section. - Where will the goods or services be produced or delivered from, and are there alternative sites? - Which of your own suppliers are single sources for what you will supply to us? - What business continuity and disaster recovery plans do you maintain, and when were they last tested? - How much spare capacity could you provide at short notice? - How will you notify us of disruption, and how quickly? - What certifications and insurance do you hold that are relevant to continuity? Score the answers alongside price and quality, so resilience is part of the award decision rather than an afterthought. The answers also feed the supply map and make the next disruption easier to handle. ## Building a resilient sourcing playbook - Map critical categories and identify single points of failure - Keep a qualified shortlist of alternative suppliers for each critical category - Maintain ready to use templates for urgent requests for information and proposal - Agree in advance who can approve emergency awards and within what limits - Include continuity, capacity and exit terms in standard contracts - Review the playbook after every disruption, large or small A playbook turns a scramble into a process. When a supplier fails, the team knows which alternatives to approach, which template to use and who signs off. ## Balancing resilience and cost Resilience has a cost. Second suppliers may be more expensive, buffer stock ties up cash and regional sourcing can narrow the field. The answer is not maximum resilience everywhere, but the right level for each category based on how critical it is and how concentrated its supply is. Sourcing data from past events, combined with the supply map, helps make that judgment explicit rather than instinctive. See [supplier sourcing](https://aavenir.com/glossary/supplier-sourcing/) for more. ## The bottom line Disruption rewards procurement teams that know their supply chains and can run sourcing events quickly. Map your risk, keep alternatives qualified, standardize your RFPs and move collaboration into digital workflows, so the next shock becomes a sourcing event rather than a shortage. ### In this article - Start with supply chain mapping - The role of RFP management in resilient sourcing - Collaboration is the speed factor - Digital procurement: what has changed since 2020 - Questions to add to every RFP for critical categories - Building a resilient sourcing playbook - Balancing resilience and cost **See RFPflow templates and AI scoring**We will show a request for information and proposal run from templates, with Aavenir AI drafting evaluation scores. Structured RFPs let teams communicate needs clearly, compare alternative suppliers fairly and award quickly. Ready templates, digital collaboration and AI assisted evaluation shorten the time from a supplier failure to a new award. See [RFPflow](https://aavenir.com/solutions/rfp-management-software/). ### ### What is supply chain mapping? Supply chain mapping traces goods from raw materials to finished products and identifies every supplier, location and route involved. It shows single points of failure so procurement can qualify alternatives or hold buffer stock before a disruption. Read about [supply chain visibility](https://aavenir.com/glossary/supply-chain-visibility-scv/). ### ### When should procurement use a request for information? Use a request for information when you need to understand the market, such as finding alternative suppliers or new technologies, before writing detailed requirements. It is quick to run and helps build a qualified shortlist for a later RFP. Read about the [request for information](https://aavenir.com/glossary/request-for-information-rfi/).
