Procure to pay executes purchases. Source to pay also decides who to buy from and on what terms. Ae **Aavenir editorial team**Nov 03, 2026 ยท 4 min read Procure to pay covers the transactional steps of buying: requisition, purchase order, receipt, invoice and payment. Source to pay includes all of that and adds the strategic front end: sourcing suppliers, running RFPs, negotiating, contracting and onboarding. procure to pay is a subset of source to pay, and the stages it leaves out are where the supplier and terms are decided. The two terms get used interchangeably, and the confusion shapes budgets. A team that automates only procure to pay gets faster payments and tighter spend control, but leaves the decisions that set price and risk on email and spreadsheets. This guide shows what each covers and where value leaks between them. Key takeaways - procure to pay runs from requisition to payment and assumes the supplier and contract already exist - source to pay adds sourcing, contracting and supplier onboarding in front of procure to pay - Every procure to pay step is an source to pay step, but not the other way round - Value leaks in the seam, for example contract rates that never reach the invoice check - One record across sourcing, contracts and accounts payable closes that seam ## What is the difference between source to pay and procure to pay? Procure to pay is the transactional half of procurement: it turns an approved need into a paid invoice. Source to pay is the full journey. It starts earlier, with deciding who to buy from and on what terms, then runs all the way through to payment. | Stage | In procure to pay? | In source to pay? | | Sourcing and RFx events | No | Yes | | --- | --- | --- | | Negotiation and contracting | No | Yes | | Supplier onboarding | Sometimes | Yes | | Requisition and purchase order | Yes | Yes | | Goods or service receipt | Yes | Yes | | Invoice matching and payment | Yes | Yes | Procure to pay is the transactional tail of source to pay. ## What does procure to pay cover? procure to pay is about executing purchases efficiently and controlling spend once suppliers and contracts exist. It covers four steps: - **Requisition:**someone requests a purchase and it is approved. - **Purchase order:**the PO is issued to the supplier. - **Receipt:**goods or services are received and confirmed. - **Invoice and payment:**the invoice is matched to the PO, and in three way matching to the receipt as well, then paid. procure to pay is where spend control, compliance and cash management live. Notice what it assumes: that you already chose the right supplier and negotiated the right terms. It improves execution, not the decision. ## What does source to pay add? Source to pay adds the stages where those decisions are made: - **Sourcing:**identifying, qualifying and selecting suppliers through [RFI, RFQ and RFP events](https://aavenir.com/blog/rfi-rfq-rfp-difference/). - **Contracting:**negotiating and agreeing price, terms and service levels, then signing. - **Supplier onboarding:**due diligence, document checks and vendor master setup before the first order. Five stages **Source to pay as one flow **Procure to pay is the last two stages. - Step 1 **Source**RFx events select the supplier - Step 2 **Contract**Terms negotiated, signed and stored - Step 3 **Onboard**Supplier verified before activation - Step 4 **Purchase**Requisition, purchase order and receipt - Step 5 **Pay**Invoice checked against the PO and the contract AI contract lifecycle management Source to contract at the front, procure to pay at the back. For the front half in detail, read [what is source to contract](https://aavenir.com/blog/what-is-source-to-contract/). ## Where does procurement value actually sit? The supplier you choose, the rate you negotiate, the service level you agree and the liability you accept are the levers that move cost and risk. They are set during sourcing and contracting, before a single PO is raised. procure to pay then executes against them. So automating only procure to pay improves execution while the levers that set the price stay on email and spreadsheets. You get faster payments and better spend control, both worth having, and you still pay whatever the upstream process produced. ## Where does value leak between the two halves? Even companies with a sourcing tool and a procure to pay tool often lose value in the seam between them. Three leaks are common: - **Sourcing decisions never reach the contract intact:**the award is retyped, and negotiated savings are not written into the enforceable terms. - **Contract terms never reach the invoice check:**the invoice matches the PO, so it is paid, even when the billed rate is above the contracted rate. - **Obligations go untracked:**service credits, price caps and notice periods sit in a signed PDF with no owner. **A sourcing event closes**Two halves Awarded prices go into a spreadsheet and are retyped into the contract. One record The RFPflow award drafts the contract in Contractflow with the awarded lines and value. **An invoice arrives**Two halves It is matched to the PO and receipt, then paid. Nobody opens the contract. One record Invoiceflow checks billed prices, discounts and tax terms against the signed contract as well as the PO. **A supplier bills above the agreed rate**Two halves The overcharge passes because the PO line was raised at the same rate. One record The line is flagged against the clause it breaks, and AP decides whether to hold or approve it. **A service level is missed**Two halves The credit is owed under the contract, but nobody is tracking it. One record Obligationflow gives the obligation an owner and a date, and collects the evidence. **See both halves as one process**We will follow one supplier from sourcing award to contract to a checked invoice, on ServiceNow or standalone. On the contracting side, a Fortune 500 insurer runs RFPflow and Contractflow for its buy side sourcing and contract workflows. On the payment side, the State of Utah Division of Technology Services receives more than 8,000 paper invoices a year from over 600 IT vendors, and moved them to Invoiceflow on its existing ServiceNow instance. **70%**faster contract cycle, Fortune 500 insurer **5x**faster invoice data entry, State of Utah DTS **70%**faster invoice lifecycle, State of Utah DTS Sources: [Fortune 500 insurer case study](https://aavenir.com/case-study/source-to-contract-workflow-improve-contract-cycle-time-efficiency/) and [State of Utah case study](https://aavenir.com/case-study/the-state-of-utah-processes-it-vendor-invoices-5x-faster-with-full-control-and-visibility-over-spend/). Aavenir source to pay solutions on ServiceNow, explained. ## Do you need separate tools for source to pay and procure to pay? No, and separate tools are where the seam forms. [The Aavenir contract suite](https://aavenir.com/solutions/aavenir-contract-suite/) runs RFPflow for sourcing, Onboardingflow for suppliers, Contractflow for contracts, Obligationflow for obligations and Invoiceflow for accounts payable on one record. It runs natively on ServiceNow, alongside ServiceNow Source to Pay Operations, and standalone for teams that do not run ServiceNow. You do not have to replace the ERP that issues your purchase orders. Aavenir connects to systems such as Oracle ERP, SAP Ariba and Microsoft Dynamics GP, so POs and payments can stay where they are while contracts and contract checks on invoices run on one record. ## When is automating only procure to pay the right call? Sometimes procure to pay first is the right order. If most spend runs through catalogs and long standing agreements, few new suppliers are sourced each year, and invoice volume is what hurts, start with accounts payable. The State of Utah's problem was paper invoices and manual matching, not sourcing. Add the front end when sourcing events, negotiated pricing or contract obligations start to carry real money. That is usually the point where paying efficiently against unchecked terms costs more than the AP work it saved. ## The bottom line Procure to pay executes purchases. Source to pay decides and executes them. procure to pay is a subset of source to pay, and the stages source to pay adds, sourcing and contracting, set the price and terms that procure to pay pays against. Automate the transactional end first if that is where the pain is, but connect it to the contract, or you will pay efficiently against terms nobody checked. ### In this article - What is the difference between source to pay and procure to pay? - What does procure to pay cover? - What does source to pay add? - Where does procurement value actually sit? - Where does value leak between the two halves? - What have teams published on each half? - Do you need separate tools for source to pay and procure to pay? - When is automating only procure to pay the right call? **See source to pay run as one process**Sourcing, contracts, onboarding, obligations and invoices on one record, on ServiceNow or standalone. Procure to pay covers the transactional buying steps: requisition, purchase order, receipt, invoice and payment. Source to pay includes all of those and adds sourcing, negotiation, contracting and supplier onboarding at the front. Procure to pay is a subset of source to pay. See how [the Aavenir contract suite](https://aavenir.com/solutions/aavenir-contract-suite/) covers both. ### ### Is procure to pay part of source to pay? Yes. Procure to pay is the transactional portion of source to pay. Source to pay starts earlier, with sourcing and contracting, then runs through the full procure to pay sequence to payment. The front half is often called source to contract. Read [what is source to contract](https://aavenir.com/blog/what-is-source-to-contract/). ### ### Why does the difference between source to pay and procure to pay matter? Because the supplier, price and terms are decided during sourcing and contracting, the stages procure to pay leaves out. Automating only procure to pay speeds up execution, but invoices are still paid against whatever terms the upstream process produced, and nothing checks the invoice against the contract. See [invoice to contract compliance](https://aavenir.com/use-cases/invoice-to-contract-compliance/). ### ### What is three way matching? Three way matching compares the invoice with the purchase order and the goods or service receipt before payment. Two way matching uses only the invoice and the PO. Aavenir Invoiceflow does both and adds a further check: billed prices, discounts and tax terms against the signed contract. See [accounts payable automation](https://aavenir.com/solutions/accounts-payable-automation/). ### ### Do I need separate tools for source to pay and procure to pay? No, and separate tools are where contract terms fail to reach invoicing. Aavenir runs sourcing, onboarding, contracts, obligations and invoices on one record, natively on ServiceNow or standalone, and connects to ERPs such as Oracle for purchase orders and payments.
